Bangui Windmills Ilocos Norte. The Bangui Windmills should be on your itinerary for your Northern Luzon trip. This wind farm of 20 Vestas V82 Turbines generating 1.65 MW each is sufficient to power all of Bangui and as a result have the lowest cost of electricity in the Philippines.
